I have filed a Writ Petition No 6470/2012 in the Allahabad High Court, Lucknow Bench. This Petition has been filed for formation of a Unified Police Association in 
Uttar Pradesh. Actually,  under section 3(1) of the Police Forces (Restriction of Rights) Act 1966 a Police Association can be formed only after prior permission
 from the competent authority, which for the State Police force is the State government. In UP, presently there is no Police Association for subordinate police officers. 
The prime focus of the Petition is that in the current managerial scenario as per the principals of Human Resource Management and Right to Equality,, there seems to 
be a need for unified Police Association instead of having segregated Police Associations in the present times.

I had previously resigned from the UP IPS Association because I personally feel that there shall be no difference in right of police officers of different ranks to form 
association and police officers of different ranks shall not be discriminated in their rights to form association.

I attach a copy of the Writ Petition for your kind perusal and comments please. 

The Petition shall come for hearing tomorrow (07 July).
