This is in reference to the numerous emails, sms text messages, and personal communication to you regarding the menace of MCGM garbage compactors operated by Ramky, particularly with MH 03 registration.

The drivers pf these vehicles are continuously blowing  their illegal shrill horns in the silence zone of Lallubhai Park area, Andheri West, and being driven rashly and recklessly from early morning till night.

They are violating the CMVR by first fitting illegal shrill horns, then blowing them in the designated silence zone, without any logical reason whatsoever.

Both entail fines of Rs.500 each.

Of course, the CSR of Ramky, and Vision and Mission, as set out in their sites, is only for reading purposes, since the reality is something which is happening on a day to day hour to hour basis on the ground



You are once again advised to ensure these illegal horns are not only removed from all those vehicles, but also that no horns are blown by these drivers in silence zones at all.

Not to mention the other small fact that this area is a no entry to heavy vehicles zone.

After all, it is hardly some major expenditure or involves any legal formalities or are bound in any manner.

Your positive action in this will only result in good will of the residents.

Even this morning, 2012 AUG 06, around 8.00 am, MCGM garbage compactors operated by Ramky for K West, were breaking signals, and racing, at exactly the same spot of the accident as reported below.

These drivers are out of control, the officers have absolutely no idea of how to reign in these, and maybe even no interest.

The result, free for all, jungle rule.

No illegal horn is illegal.

No horn in silent zone is unheard of, if you get what I mean.

The reports below are only a tip of the problem.

And it is not as if the MCGM drivers have a monopoly of rash, reckless, dangerous and indisciplined driving.

In 2012 MAY, I had written are MCGM garbage compactors

01 Allowed to block traffic by halting in the carriageway, forcing vehicles to go wrong side, when there is ample space to halt on the extreme left to collect the garbage, 052 was parked blocking the lane completely, the photo may not give a complete idea, but take it from me.

Had great diificulty in turning left into the lane, next road from Star Bazaar junction, Andheri West

The drivers are totally unfazed, indisciplined, and could not careless about the rest of the traffic, pedestrians, vehicles, much less, traffic rules.

Not to mention, illegal horns.

Have a look at the abandoned compactors near and around In Orbit, Link Road, Malad, 2171.

Rusting, left to rot, written off.

Does the head quarters know about such vehicles.

Most of the garbage compactors are in such a bad state of disrepair, that the drivers drive in some without doors.

Next time I will show those.

Talking of drivers, there are many who appear to be under age, and may not even have valid licences.

They are a menace and danger to other road users.

Do not even know whether they are actually on the MCGM pay roll, or are the sub contracted and daily wage very low cost drivers are being used.

Forget about high visibility jackets, not even in uniform.

Have a look on all roads in Mumbai, particularly late night and very early morning, these drivers drive like maniacs, and occupy the extreme right side lanes, suddenly cut lanes and stop in the middle of the road, double or triple park,
and just could not careless.

Is this what MCGM and MTP wants to show the Citizens of how to follow traffic rules.

Seriously, MCGM needs to discipline their drivers.

And more importantly, give all their SWM employees, appropriate equipment, protective clothing, shoes, gloves, tools, so that their health, lives, and limbs are safe guarded when they handle garbage.

Sandals, chappals, bare feet, bare hands, half pants, are not exactly how to treat these very crucial category of public service personnel.

Give them their due, they will give efficient service.

Do not, and the result is visible.

BMC compactor hits school bus, 2 kids hurt

Two children were injured after their school bus was hit by a speeding BMC garbage compactor in Andheri (West) on Saturday morning. The school bus driver was injured in the accident as well.

The two children have been identified as Mubarak Sayyed (13) and Rahil Lakdawala (11). Mohamed Riyaz (25) was the driver of the school bus in which they were traveling.

Police said that the incident took place at around 7.15 am near Shoppers Stop located on SV Road in Andheri (West). There were around 22 children in the school bus, that was headed towards St Xavier's School in Santa Cruz after picking the children up children from Andheri (West). According to the police, the bus was stationary when the speeding compactor rammed into it from behind.

As soon as the mishap happened, locals rushed to the spot and nabbed the driver of the compactor.The three injured were immediately rushed to Cooper Hospital that was located nearby.

"Sayyed, Rahil and Riyazuddin sustained minor injuries. After receiving treatment, the three were soon discharged from the hospital," saidArun Bhagat, senior police inspector of Juhu police station.

He added that the driver of the compactor was arrested for injuring them and due to his rash and negligent driving.

He was produced in a local court, which released him on bail.

The driver of the compactor was not under the influence of alcohol.

While Sayyed sustained minor injuries on his leg, Lakdawala suffered bruises on his face. The police said the compactor driver lost control over the vehicle and hit the stationary school bus.

According to civic officials, there were around 22 children in the schoo bus of which 20 were safely removed.

How many more accidents before this common sense action, which will save lives, save productive time, increase the overall efficiency and productivity of the City, State, etc.

Even though HCV and two and three wheelers are banned on North South flyovers all over Mumbai, we get to see such nonsense, like tankers spilling asphalt on the flyover as it turned over, some bulk cement carrier turns over trying to avoid an auto riksha, I mean how fast must the bulk cement carrier be going that such a huge vehicle topples.

Then due to these, traffic is blocked for hours.

Lane enforcement has to be done, BEST buses anyway stop in the middle of the road, and now even school, contract, office buses also stop anywhere, blocking huge lines ov vehicles behind.

Have a look at the road between SEEPZ and MIDC Andheri east.

Full of goods vehicles, contract buses, parked full day both sides, leaving barely one lane free and time of day, and that is blocked when buses halt to pick up and drop.

Contract buses stop anywhere, even at signals, junctions, double park, for their passengers.

It is a sight at SEEPZ gates, total chaos and disorder with huge crowds waiting to enter for work, etc., vehicles waiting security check, etc, vehicles outside doing their own thing, BEST buses racing out of the depot trying to enter into opposite lane at high speed, at the East entrance of SEEPZ.

The new North entrance is equally bad, vehicles coming from anywhere, any way, no one way, no two way, it is multi way traffic

The fast increasing cement mix plants on JVLR are now occupying not only the land marked for them, but cement carriers, mixers, dumpers occupy the open space, foot paths, roads.

What is going on.

Truly scary.

Is this a a sign of a developing Nation.








And can anything be more ridiculous, if not so dangerous

Have a look at many of the drivers of these heavy vehicles and buses, appear under aged, reckless, rash, do not care about the other road users, dangerous, as they do not follow traffic rules.

In the interest of public and pedestrian safety and security, and to relieve traffic congestion, it is high time to ban outright, the same during the morning hours till late evening,  ie, between 07h00 and 23h00.

Such vehicles, ie, all kinds of  HCV, dumpers, trailers, fuel, chemical, water tankers, cement concrete mixers, compactors including inter city coaches are an absolute menace, given the drivers do not follow traffic rules, ie, do not wear seat belts, drive rashly, park anywhere, their vehicles do not conform to PUC, mostly have dysfunctional lights, illegal horns, tyres are invariably worn out, bodies rattle, brakes screech, clutches grate, etc.

Apart from the small fact that these HCV are clear obstacles to safe and smooth traffic, their occupation of extreme right and middle lanes obstruct through movement, causes loss of productive time, etc., and due to that, the waiting of vehicles results in more air and noise pollution caused by idling engines and irritated drivers unnecessarily honking, and impatient motorists and two wheeler drivers breaking lanes and jumping signals, etc., loss of fuel burnt while waiting and idling, etc.

In short totally avoidable.

If they were made to move only in the hours 23h00 to 07h00, roads will be clear for them, they would be able to go to and from their destinations, faster, more efficiently, quietly, etc.

The drivers should be made to wear high visibility flourescent jackets, seat belts, and make sure the vehicle is road worthy at all times, not only in the annual passing at the local RTO, working brakes, tyres with full treads, working lights, clean body, complete reflectors, working silencers, all documentation in order at all times, etc.

The available road space will also be used more efficiently and effectively, and the wear and tear of the road will be more uniform.

The HCV will also ahve space for loading, unloading, which currently, is done in full peak hours, leading to all conditions mentioned above.

In any case, they should be banned outright from any roads less than two lane widths, and already on paper they are banned on flyovers like Ali Yavar Jung Western Express Highway, but no enforcement made.



These are only a few of the reported accidents involving such vehicles


Otherwise, the drivers are absolutely rash, many of them appear to be without legal licenses, some appear drunk, do not wear mandatory seat belts, many look under age, ie. without requisite and desired experience, etc.

MUMBAI: Close on the heels of yet another dumper truck driver being booked for rash and negligent driving, the Regional Transport Office (RTO) has proposed that such trucks should have speed governors to ensure that they do not go over 50 kms per hour.

'Dumper trucks should have speed governors'

MUMBAI: Close on the heels of yet another dumper truck driver being booked for rash and negligent driving, the Regional Transport Office (RTO) has proposed that such trucks should have speed governors to ensure that they do not go over 50 kms per hour. 

A speed governor is a speed-limiting device which either cuts the fuel supply temporarily or disables the accelerator if the driver tries to exceed the specified speed limit. 

A senior RTO official said, "Most garbage dumpers are driven by reckless drivers. They do not maintain road discipline and cause accidents by speeding." The official added that one would rarely find a dumper moving at a 'normal' speed unless it is stuck in a traffic jam. 

Last Thursday, a 38-year-old wife of a constable was killed when she was run over by a dumper after she fell off a motorbike when it hit an uneven patch of road. Before she could signal the driver of the oncoming truck to stop, the truck ran over her. The Powai police booked the driver for rash and negligent driving even though the driver claimed that it was "too late" to apply the brakes. 

The RTO official said, "Maybe the driver will prove to be innocent in this case. However, in majority of accidents, the dumper driver has been found to have been guilty." Sources said that RTO officials will soon make a proposal to the government to make speed governors compulsory in garbage dumpers in Mumbai. 

A senior official from the transport department, requesting anonymity, said, "Cars and bikes usually avoid dumper trucks on the roads. It is a filthy vehicle and not maintained properly. Also, the truck drops garbage on the road, including our highways. It is a complete nuisance." 

A deputy police commissioner from the eastern suburbs said, "When we caught a few drivers in accident cases in the past, they did not have valid licences. They were illiterate and not trained in road safety and traffic rules." A few months back, three persons including a taxi driver were killed when a speeding dumper rammed the cab in the early hours near Mulund Toll Naka. The victims were going towards Thane to board a train to Ratnagiri. According to police, the cab slowed down at the beginning of the Navghar flyover. However, the dumper behind it could not control its speed and hit it. 

An RTO official said, "We will also make fitness tests stringent for dumper trucks and ensure that every truck has reflectors, rear-view mirrors and that the drivers are trained in road safety."
