We may be the biggest democracy in the world but even after 66 years of being an independent nation, India has no specific set of responsibilities & authorities for Prime Minister, Ministers & MPs . भारत विश्व का सबसे बड़ा लोकतंत्र है l यदि मैं आपसे कहूँ कि आजादी के 66 साल बाद भी भारत में प्रधानमंत्री, मंत्री और सांसदों की कोई जिम्मेवारियां और अधिकार नियत नहीं हैं तो क्या आप मेरी बात पर विश्वास करेंगे ? शायद नहीं l किन्तु यदि आप लखनऊ स्थित सामाजिक कार्यकर्ता और इंजीनियर संजय शर्मा की आरटीआई
और लोकसभा सचिवालय, राज्यसभा सचिवालय ,कैबिनेट सचिवालय और प्रधान मंत्री कार्यालय द्वारा दिए गए गए उत्तरों पर दृष्टिपात करेंगे तो आपको यकीन हो जायेगा कि आजादी के 66 साल बाद भी भारत में प्रधानमंत्री, मंत्री और सांसदों की कोई जिम्मेवारियां और अधिकार नियत नहीं हैं l
Newly constituted parliament shall be functional soon. There shall be Prime Minister & Ministers from amongst the elected members of parliament. If I say that even after 66 years of being an independent nation, India has no specific set of responsibilities & authorities for Prime Minister, Ministers & MPs,will you believe this ?But if reply on a RTI filed by Lucknow based activist & Engineer Sanjay Sharma is to be believed, this is very much true that Prime Minister, Ministers & MPs of our nation have no specific set of responsibilities & authorities.
Even then would you wonder why most of Prime Minister, Ministers & MPs always fail to keep up their promises as made to general public, commit a no. of irregularities while being in office and even then go scot-free. Next time when you encounter any such case, don't blame it on Prime Minister, Ministers & MPs rather blame it on our system.
Sanjay says this is one of the reasons why Prime Minister, Ministers & MPs fail to deliver to the expectations of the nation and at the most they are voted out of power by harassed public to elect another set from amongst the choices available to them. Sanjay attributes rise of regional parties to Indian public's hunt for representatives who should be truly accountable to them.
संजय कहते है कि शायद यही कारण है कि आजादी से आज तक भारत में प्रधानमंत्री, मंत्री और सांसदों ने देश की जनता से किये वादों को कभी पूरा नहीं किया और निराश -हताश जनता ने चुनावों में अपना रोष प्रकट कर उपलब्ध सीमित विकल्पों में से चुनाव कर बदलाव किया l संजय के अनुसार भारत में तमाम क्षेत्रीय दलों का अभ्युदय जनता की इसी निराशा -हताशा के कारण हुआ है l
RTI dated 28-01-14 was transferred to Rajya Sabha Secretariat, Cabinet Secretariat & Prime Minister's Office.
Lok Sabha Secretariat has informed Sanjay that for Members of Parliament, there there is neither any article in the constitution of India nor any rule in the rules of procedure and conduct of business in Lok Sabha which lays down the responsibilities of an MP. The phrase 'Authorities of a member of Parliament' is too vague a term for a specific reply, adds Lok Sabha Secretariat.
Rajya Sabha Secretariat has added that according to article 99 of constitution of India, subscribing oath is the only responsibility of a MP and also that authorities of MPs include attending sessions of Parliament and uttering anything when in Parliament.
On responsibilities & authorities of Ministers, Cabinet Secretariat failed to send a direct reply. However transaction of business rules have no well defined responsibilities & authorities of Ministers.
In its reply PMO has stated "Prime Minister heads the council of ministers which aid and advice the president in the exercise of the executive power of the union" as the sole responsibility and/or authority of PM.
Sanjay raises a basic question as to whether in this new era of professionalism, isn't it need of the hour to device and implement well defined & specific responsibilities and authorities for Prime Minister, Ministers & MPs to make them truly accountable to the public.
Transparency, Accountability & Human Rights activist shall soon write to Narendra Modi to truly deliver on his agenda of Good Governance and make offices of Prime Minister, Ministers & MPs ISO 9000 compliant to make them truly Transparent & Accountable to the masses.
संजय गुड गवर्नेंस की बात करने बाले नरेंद्र मोदी को पत्र लिखकर उनसे भारत में प्रधानमंत्री, मंत्री और सांसदों की जिम्मेवारियां और अधिकार नियत करने की मांग करेंगे ताकि प्रधानमंत्री, मंत्री और सांसदों के कार्यों को पारदर्शी और देश की जनता के प्रति जबाबदेह बनाया जा सके l संजय नरेंद्र मोदी को पत्र लिखकर उनसे भारत में प्रधानमंत्री, मंत्री ,सांसदों के कार्यालयों और
संसद में गुणवत्ता मानक ISO 9000 स्थापित कराने की भी मांग करेंगे l
