In reference to your appeal in The Times of India, 2012 MAY 18, calling for owners of vehicles registered outside Mumbai, ie, having number plates other than MH 01, MH 02, MH 03 to voluntarily pay the octroi as required, etc



The problem is not as simple as you might think.

In the first place, these owners opted to register outside Mumbai, many with false and fake addresses, etc.,  to, guess what, evade the octroi.

Do you really think they will now line up and pay as per the notice, just to avoid the unpleasant episode as mentioned.

They will keep evading, and as and when some officer spots and actually gets them, they will manage to get around that at that time somehow.

Apart from the lakhs of private vehicles regularly doing this kind of evasion, there are lakhs of public goods carriers, ie HCV, tempos, cranes, cement concrete mixers, excavators, dumpers, private taxis, etc., which are enjoying using roads of Mumbai not only without paying the octroi, but also the entry tax, etc., and free parking day and night.

So this will be a real effort to recover the hundreds of crores legally due to the MCGM.

To make it a bit harder for these outstation vehicles to operate, and use roads of Mumbai, here are a few suggestions

01 Double the entry toll into Mumbai for vehicles other than MH 01, MH 02, MH 03

02 Double the parking charges for vehicles other than MH 01, MH 02, MH 03

03 Stop using private taxi vehicles other than MH 01, MH 02, MH 03 for MCGM Corporators, and Councillors, for out sourced MCGM tempos, used by the Wards for encroachment action, with MH 04, MH 42, MH 43, MH 46, and, for Mumbai Police, many vehicles of MP are now seen with MH 04 number plates, stop Mumbai Traffic Police from renting private tow chains with MH 04, MH 06, MH 42, MH 43, MH 46, MH 48, etc

04 Stop giving water from MCGM water valves to private water tankers to vehicles other than MH 01, MH 02, MH 03

05 Do not allow vehicles other than MH 01, MH 02, MH 03 to remain in Mumbai limits for more than the permitted duration as per the relevant CMVR, MMR, 

06 Charge for day and night parking for all vehicles  other than MH 01, MH 02, MH 03 at the entry point itself for one year as per size of engine displacement as well as axle weight as well as type of vehicle, ie, private use, commercial use

07 Mark parking spaces on all roads of Mumbai for on road day and night premium parking, so that the MCGM can collect enormous funds without investing in any infrastructure projects.

By this method, lakhs of parking spaces, including hundreds of designated auto riksha, taxi stands,  will be created, all will generate revenue, again, day and night, as of now lakhs of commercial vehicles, water tankers, dumpers, contract buses, LCV, MCV, HCV, cranes, excavators, cement concrete mixers, fuel tankers, road rollers, JCB, are enjoying free use of roads of Mumbai, free parking any where and everywhere, no action by MTP in no parking zones because of whatever reasons.

Roads will get organised, movement will be smoother, pedestrians will get their rightful walking space, cleaning of roads will get more efficient, thousands of abandoned vehicles will be cleared, etc

Related actions will improve road usage, increase pedestrian safety,  radically improve and increase productivity

08 Prevent entry and movement of MCV, HCV, water tankers, fuel tankers, dumpers, cranes, JCB, excavators, cement concrete mixers, delivery trucks, fuel tankers during working hours, 07h00 to 23h00, as is similarly done in Kolkata and Ahmedabad.

This will free road space, make commuting for office goers by bus, by private vehicles much faster, increase gross productivity of Mumbai, of Maharashtra, reduce travel time for lakhs of people, increase their valuable personal time, increase their efficiency, reduce fuel consumption, reduce air and noise pollution, minimise road accidents due to heavy vehicles since they will be off the roads during the day, and so on

09 And permit CNG filling only between 23h00 and 07h00 so as to clear roads, bus stops, corners, entrances to buildings, etc.,  during the day, which will again, have similar benefits as 08 above, plus allow the vehicles to be filled in cooler, quieter times

The above actions will not only give MCGM a quantum increase revenue, but see a sea change in traffic management in Mumbai.

Of course, if MCGM is just wanting to get a few lakhs by those few honest owners of vehicles other than MH 01, MH 02, MH 03, then, nothing more to say.

Dear Sir,

Kindly note this publicised luxury vehicle of a celebrity has the registration number plate MH 04 TRA 135.

It is very clear this is a temporary number, which should white on red


The photograph clearly shows that the bus has black on yellow, which means it is a permanent plate, and a public carrier.

It means the owner has bought it to make money by hiring it for prospective clients wanting such buses.

There are many points in this

01 Temporary number made to look like permanent number, meaning the vehicle registration fees are not paid, as it were

02 Using the vehicle with temporary number plate of the vehicle dealer on roads, thereby compromising the dealers' credibility and risk of involving in accident

03 Whether the insurance company has issued vehicle insurance to this vehicle on temporary number plate

04 Registering in Thane for continuous and long term use in Mumbai

05 Registering as public carrier to reduce taxes, and thereafter renting out to generate revenue

06 If it is a public goods carrier, then mandatory information like owners, insurance company, chassis number, engine number, tyre pressure, etc., have to be legibly and clearly marked on attendant side near or on the front door, which doesn't seem to be



This is not an isolated vehicle.

Any number of private and public vehicles are running with fake plates, out station registration, which not only are depriving Mumbai and the state of Maharashtra from rightly due revenue, but are a great risk for safety and security, with fake number plates, its difficult to locate hit and run vehicles, even less those which are used by terrorists, and even if they are stolen, then it makes it doubly so.

Temporary Registration

Important

  • An application for temporary registration shall be made in form C.R Tem.A.
  • No dealer of vehicle can deliver the unregistered motor vehicle to the purchaser. He can only deliver the vehicles which are temporarily /permanently registered with R.T.O.
  • No owner of a motor vehicle can allow or permit the use of unregistered vehicle.
  • No person can drive a motor vehicle, which is not registered with R.T.O.
  • Temporary registration is valid for the period of 7 days initially and extended up to not exceeding 30 days incase of non transport vehicles .This validity is extended for some more period with the permission of registering authority in case of transport vehicles.
  • In case of transport vehicle you need a time to construct the body of vehicle over the chassis hence you nead temporary registration.
  • In case of non-transport vehicles, to take the vehicle to the place of registration from the dealer's premises you need to register the vehicle temporarily.
  • Register your vehicle at the registering authority (RTO) in whose jurisdiction you reside or you have a place of business where the vehicle is normally kept.

Meet Anil's Rs 2 crore vanity bus

Anil Kapoor's super luxe vanity bus, one of the most expensive in Bollywood today, has all the amenities one could possibly dream of. It took over a year to design it

Anil Kapoor can't stop beaming thanks to his spanking new golden yellow vanity bus delivered to the Slumdog Millionaire actor two days ago. Anil's prized possession is currently the talk of the film industry.


The 42-feet-long vanity bus with the registration plate MH-04 TRA 135 took a year to be made. Done up by leading car designer Dilip Chhabria's son Bonny Chhabria, the interiors are done in mahogany wood with the upholstery being in shades of beige and ivory. The bus is made by the Tatas and has been assembled on an imported chassis.

The bus is primarily divided into an office space with ivory leather sofas. There is ample legroom and a designated office space for Anil's secretary with computer monitors, laptops, a worktable, television and all the requisite amenities.

The inner room is a makeup-cum-lounge area that is the star's private place. A huge LED mirror runs from the floor almost to the ceiling of the bus right across which stands a sofa-cum-bed. An additional moving chair can also be placed in this room should Anil wish to sit closer to the mirror.

There are two bathrooms in the bus; the one outside at the entrance of the office space specifically for visitors, while Anil's own bathroom is more spacious and has a shower as well.

Dilip Chhabria says it took Bonny and him almost a year to design the bus because Anil was constantly in and out of the country post Slumdog Millionaire and he rejected the interior plans on a couple of occasions.

Shakti Kapoor, who was shooting with Anil for No Problem yesterday, said, "This is probably the most expensive bus standing at the studio right now. It reportedly costs Rs 2 crore."

Neither Anil nor the Chhabrias were willing to reveal the actual amount that the bus cost but one hears that the final cost is Rs 1.91 crore.

Anil's bus is said to be second to Shah Rukh Khan's 50-feet-long bus that stands outside Mannat. That is built on a Volvo chassis and is reported to have cost SRK approximately Rs 3 crore.

04 Which category of government officials  are authorised to use the words 'On Government Duty /                                            Government of Maharashtra / Government of India', etc
05 Which categories of such officials can term themselves 'VIP', 'VVIP' for purposes of parking in designated places
06 When are these 'VIP' and 'VVIP' permitted to park in 'no parking' areas as a matter of privilege
