Mr. Modi has announced some very welcome and long-overdue ventures like making Varanasi like Kyoto, Swatch Bharat, etc. But he seems to have started from the tail end which would increase substantially the probability of failure.
I feel that he should have first "softened" the target with an educational blitzkerg, not of the variety of lecturing, but of a variety of everyday type ads and episodes (he should take cue from several advertising campaigns run in the US over the decades on several public issues.) The nation sits atop an incredibly powerful media of change: DOORDARSHAN. But instead of good quality socially relevant educational programmes, it runs bollywood type programmes. Should it import or make its own Seseme Street type programms, the functional illeteracy could be eliminated within a year or two for most citizens. More specifically to the cleanliness drive, high quality programmes and advertisements should have been first developed and broadcast with the intention of changing the attitude of the citenzenry, because without change in attitude, the initiatives are likely to fail.
