2) FAKE INFORMATION SUBMITTED TO THE MEDICAL COUNCIL OF INDIA BY 6 NEW MEDICAL COLLEGES PROPOSED BY GOVT OF KARNATAKA

We wish to highlight the INAPPROPRIATE USE OF NEWLY RECRUITED MEDICAL COLLEGE TEACHERS-FOR INTENDED GOVT MEDICAL COLLEGES AT KARWAR,KOPPAL,GADAG,CHAMARAJANAGAR,GULBARGA,KODAGU,BY THE DEPARTMENT OF MEDICAL EDUCATION
AS IS WELL KNOWN THE GOVT OF KARNATAKA WISHES TO START 6-10 medical colleges within government sector and has devoted a large amount of capital for the construction of 6 colleges within May 2015.
THESE 6 COLLEGES ARE IN VARIOUS STAGES OF CONSTRUCTION.
THE GOVT OF KARNATAKA DID NOT HAVE MUCH INFRASTRUCTURE TO SHOW TO MCI TEAMS THAT VISITED THESE 6 LOCATIONS IN MAY 2014.
As expected the MCI has failed these 6 medical colleges and the fees of Rs 3 lakhs per college =18 lakhs went down the drain due to the fault of the medical education department and the government of karnataka.
Medical college teachers OF ALL THE SIX COLLEGES were all accepted by the medical council of india but the highlight was the ABSENCE OF FUNCTIONAL DEPARTMENTS ESPECIALLY FIRST MBBS DEPARTMENTS AND TOTAL LACK OF PHYSICAL INFRASTRUCTURE,LACK OF SURGICAL INFRASTRUCTURE AND INSTRUMENTS,EQUIPMENTS,FURNITURE ETC.
TILL DATE THE SAME DYSFUNCTIONAL DEPARTMENTS AND POOR STAFF ARRANGEMENTS ARE CONTINUED AT THE 6 DISTRICT HOSPITALS -FOR INTENDED GOVT MEDICAL COLLEGES AT KARWAR,KOPPAL,GADAG,CHAMARAJANAGAR,GULBARGA,KODAGU
AND CONSTRUCTION WORK MAY NOT BE COMPLETED BY MAY 2015 OR MAY EVEN DRAG BEYOND AUGUST 2015.
WE REQUEST THE MEDICAL COUNCIL OF INDIA TO RETURN THE MONEY PAID BY THE SIX MEDICAL COLLEGES AND CANCEL THE MCI INSPECTION PROCESS IF THE GOVT OF KARNATAKA CONTINUES TO DO THE MISDEEDS IT DID IN 2014 EVEN IN 2015.
GOVT OF KARNATAKA ISSUED FALSE APPOINTMENT ORDERS AND THE DISTRICT SURGEONS CREATED FALSE JOINING REPORTS TO ALL THE STAFF FROM NEARBY PUBLIC HEALTH CENTRES.
THE CLERKS AND THE TECHNICIANS WERE RECRUITED FOR A DAY OR TWO AT THE SAID MEDICAL COLLEGE FROM THE NEAREST PUBLIC HEALTH CENTRES AND
THIS DEPUTATION ORDERS FOR 1-3 DAYS ( NIYOJANE) WAS SIGNED BY DISTRICT HEALTH OFFICERS OF KOPPAL,KODAGU,CHAMARAJANAGAR,GADAG,GULBARGA,AND KARWAR.
MOST OF THE FAKING OF THE CASE SHEETS TOO WERE RESORTED SO THAT ADEQUATE NUMBERS WERE SHOWN
INCREASED NUMBER OF THE CASES MEANT MORE MONEY TO BE MADE IN THE FOOD EXPENDITURES AND EVEN SUCH FAKING WAS OPENLY RESORTED TO AND SUCH FAKED EXPENDITURES WERE CLAIMED BY THE DISTRICT HEALTH OFFICERS AS WELL AS DISTRICT SURGEONS MENTIONED.THIS MEANT A LOT OF LOSS TO THE EXCHEQUER.
FOOD EXPENDITURES WERE MAXIMUM THAN PAST FEW MONTHS ....AND THIS INCREASED THRICE IN MAY MONTH AND THIS AMOUNT WAS MISAPPROPRIATED BY THE 6 DISTRICT SURGEONS.
IN SUCH A CIRCUMSTANCES,THE MEDICAL COLLEGE NEWLY RECRUITED TEACHERS ARE FACING DIFFICULT SITUATIONS.
Inspite of the lack of quarters and adequate hospital infrastructure ill advisedly the Govt of Karnataka started the recruitment process for nearly 105 x 6= 630 odd doctors on feb 2,2014.THIS WAS NOT NEEDED AND THE GOVT OF KARNATAKA NEED NOT HAVE RECRUITED THE MEDICAL TEACHERS TILL THE END OF JAN 2015.
WE CAME TO KNOW THAT-FOR THE 6 COLLEGES recruitment process came to an end with the selection of nearly 40 odd doctors to each of the 6 medical colleges(,among whom there were 10 mbbs tutors classified as non-permanent employees)-so net of 240 doctors reported for duty as on may 15,2014( approximately).BUT DUE TO FAILURE OF MCI INSPECTION THE GOVT OF KARNATAKA SACKED THE MBBS DOCTORS ( 10X 6= 60 MBBS DOCTORS) AND THE BAD NEWS OF SACKING OF THESE 60 DOCTORS IMMEDIATELY AFTER THE FAILED INSPECTION WAS VERY AWKWARD,AND THIS MAY HAVE REPERCUSSIONS.
WHAT WE HAVE COME TO KNOW IS THAT
THE GOVT OF KARNATAKA FAKED MEDICAL COLLEGE FACULTY IN ALL THE SIX COLLEGES.THE COLLEGES WERE INSTRUCTED BY THE MINISTER OF HEALTH SRI KHADER AND SHARANPRAKASH PATIL TO SHOW THE SERVICES OF NEARBY TALUKA MEDICAL OFFICERS.SO A FAKE LIST OF MEDICAL COLLEGE TEACHERS WAS PREPARED

The Executive Committee of the Council considered the Council Assessor report
(12th& 13thMay, 2014) and noted the following:
1. Paramedical staff is inadequate.
2. Nursing staff is inadequate.
3. College Council is not functional.
4. There is no website of college.
5. There is no Radiologist.
6. There is no workload for Histopathology & Cytopathology.
7. There is no college building at present, only barren land. Construction has not
yet started. As informed by Director/Dean, Computer Science block of Govt.
Engineering College will be handed over to medical college till its own
building is constructed. On inspection of Computer Science block, it has been
observed to be not as per as MSR. It is a small single storied block. Presently
there is no furniture or equipment.
8. Dean's office is located in District Hospital. Adequate space as per MSR are
not provided to administrative staff.
9. Lecture Theaters: There is no lecture theater at present.
10. Central Library: There is no central library at present. 23
11. Common Rooms for Boys & Girls: Not available.
12. Central Photography is not available.
13. There are no hostels available for students, Residents & Nurses.
14. There are no quarters for faculty & non-teaching staff.
15. OPD: Registration counters are not computerized. There are only 1-2
examination rooms for each department against requirement of 4 rooms.
Teaching areas are not available. Dark room is not available in
Ophthalmology OPD.
16. Speech therapy is not available.
17. Special clinics are not run in Paediatrics & O.G. OPD.
18. Teaching Beds: There is no distribution of beds into departments and Units.
19. Wards: Ancillary facilities like treatment room, pantry, doctors' duty room, etc.
are not available.
20. Radiodiagnosis Department: Special investigations are not performed.
21. MRD: It is not computerized. ICD X classification is not followed for indexing.
22. Casualty: CMO is not available. Central Oxygen & suction are not available.
23. Central Clinical Laboratory: Separate sections for Pathology, Microbiology &
Hematology are not available. Technical staff is inadequate.
24. O.T.s: There are only 2 O.T.s against requirement of 4 as per Regulations.
There are 4 tables in 2 O.T.s which is not as per norms.
25. ICUs: Central Oxygen & suction are not available. There was no patient in
SICU on day of assessment.
26. Blood Bank: Only storage facility is available.
27. Pharmacy: There is no Pharmacist.
28. CSSD: There is no CSSD.
29. Central Kitchen: It is not available.
30. All the 3 preclinical departments – i.e. Anatomy, Physiology & Biochemistry -
are not functional.
31. Deficiency of faculty is 51 % (i.e. 312 out of 60) as under:
(a) Professors: 4
(b) Asso. Prof.: 9
(c) Asst. Prof.: 8
(d) Tutor: 10
32. Shortage of Residents is 66 % (i.e. 30 out of 45) as under:
(a) Senior Resident: 13
(b) Junior Resident: 17
33. Other deficiencies as pointed out in the assessment report.
In view of above, the Executive Committee of the Council decided to return the
application recommending disapproval of the scheme for establishment of a new
medical college at Chamarajanagar, Karnataka by Govt. of Karnataka

OUR VIEW- STILL THE SITUATION REMAINS THE SAME.THE CLINICAL DOCTORS HAVE NOT REPORTED FOR WORK DUE TO HARASSMENT BY THE DISTRICT SURGEON.AND THE COLLEGE IS NOT READY TO FACE MCI INSPECTIONS.WE BET THE INSPECTION REPORT WILL BE SIMILAR EVEN IN 2015 MAY.

year 2014-15 since there is no provision for keeping the application pending.
WHAT IS REALITY-AS PER US---THE NURSING STAFF OF 143 SHOWN WAS ALL FAKE.THEY WERE NOT RECRUITED FOR KARWAR MEDICAL COLLEGE,NOR ARE THEY DRAWING SALARY FROM KARWAR MEDICAL COLLEGE.SO THE COLLEGE HAS ENTIRELY FAKED EVERYTHING,HATS OFF DR BHARATKUMAR,DIRECTOR OF KARWAR MUST BE COMPLIMENTED FOR DOING SUCH A WONDERFUL FAKE JOB...

Sciences, Bangalore, Karnataka u/s 10A of the IMC Act, 1956 for the
academic year 2014-15.

teaching facilities available for establishment of a new medical college at
Koppal, Karnataka by Government of Karnataka under Rajiv Gandhi University of
Health Sciences, Bangalore, Karnataka u/s 10A of the IMC Act, 1956 for the
academic year 2014-15.
The Executive Committee of the Council considered the Council Assessor report
(15th& 16th May, 2014) and noted the following:-
1. Land: The college is set up on 2 pieces of land – one plot of 12 Acres & another
of 15 Acres. However Establishment of Medical College Regulations stipulate the
plot has to be unitary except as shown below:

Provided further that in hilly areas, notified tribal areas, North Eastern States and
Union Territories of Andaman and Nicobar Islands, Daman and Diu, Dadra and
Nagar Haveli and Lakshadweep establishment of medical college shall be
allowed on two pieces of land comprising minimum of 20 (twenty) acres of land.
However, one plot of land shall not be less than 10 (Ten) acres and the second
plot of land shall not be less than 5 (five) acres. The distance between two
pieces of land shall not be more than 10 (ten) kilometer with well-connected road
and the medical college shall provide free transportation facility for students and
staff. The hospital shall be on one piece of land and the building of the college
including library and hostels for the students, interns, PGs/Residents, nurses
may be housed on any of the two pieces of land."
2. Building Permissions: The plans for the college have been drawn but have not
yet been signed by Chief Engineer. Water for the project is proposed to be drawn
from 5 bore wells to be dug on the plot but permissions for sinking of the wells is
still awaited. Sewage treatment plant has to be constructed but for this more
space has to be acquired as in the present plan adequate space is not available
for STP.
3. Director's office space is shared with Medical Superintendent's office.
4. Lecture Theater: No lecture theater is available. There is space for only 1 lecture
theater which is not furnished, not of gallery type and with no Audiovisual aids. It
is actually a store house which will be converted into lecture theater in due
course.
5. Central Library: There is no functional library. What is designated as library is a
room of 70 sq.m. which is unfurnished, is not air conditioned and does not have
separate reading rooms. There are no books and journals.
6. Central Photography Unit is not available.
7. Students' Hostel: There is no hostel in the campus. Proposed Boys' hostel is
located 10 km. away in Animal Husbandry building. It is not furnished. Transport
is not available. There is no girls' hostel.
8. Residents' Hostel: Not available.
9. Quarters: There are 7 quarters for faculty & 8 for non-teaching staff against
requirement of 12 for faculty & 20 for non-teaching staff as per Regulations.
10. Nurses' Hostel: There are 10 quarters available against requirement of
accommodation for 34 nurses.
11. OPD: Separate counters for registration for OPD / IPD are not available. There
are only 2 counters located on ground & I floor but only those on ground floor are
functional. They are not computerized. There is only 1 examination room for all
the departments (except O.G. which has 2 rooms) instead of 4 required for major
departments. No teaching area is available. There is no separate ECG room.
Minor O.T. is more of a dressing room. ENT OPD is not operational as no staff is
available.
12. Dark room & Dressing room are not available in Ophthalmology.
13. Audiometry & Speech Therapy are not available.
14. Wards: At present only 98 beds are operational; against requirement of 300
beds. Wards are not distributed department wise. Only 4 wards are operational –
Paediatrics, O.G., Male Medical & Female combined ward. Other 144 beds are
available but not operational. Total of these two comes to 242 beds which is less
than 300 beds required for a hospital to be set up as a teaching hospital. Hence
qualifying criteria pertaining to beds is not fulfilled.
15. Clinical Material: It is grossly inadequate as under:
(a) OPD attendance: Daily average is 286 against requirement of 600. On day of
assessment it was 240.

requirement of 1 and only 1 static X-ray machine is available against requirement
of 2 as per Regulations. Only 1 USG is available against requirement of 2 as per
Regulations and even this machine is non-functional as approval is awaited.
22. Anatomy Department: Area of Demonstration rooms is small. No audiovisual
aids are available. Histology laboratory is only 60 sq.m. against requirement of
200 sq.m. It is not equipped. There are no microscopes. Museum is not
available. There are no specimens, models, etc. There are no dissection tables
and no cadavers. Cold storage / cooling chambers are not available. Embalming
room is nonfunctional. There are no lockers. Band saw is not available.
23. Physiology Department: Audiovisual aids are available in only 1 Demonstration
Room. Area of Amphibian &Haematology Laboratories is 60 sq.m. each against
requirement of 200 sq.m. each. Mammalian laboratory is 60 sq.m. against
requirement of 80 sq.m. Clinical Physiology laboratory is 60 sq.m. against
requirement of 90 sq.m. It is not furnished. No equipment is available. There is
no research laboratory.
24. Biochemistry Department: Whole department is absent.
25. Deficiency of teaching faculty is 27.18 % (i.e. 16 out of 59) as under:

OUR ASSESSMENT-IN OCTOBER 2014,WE FIND THAT THE DIRECTOR OF THE MEDICAL COLLEGE DR SRINIVAS HAS BEEN OFTEN ABSENT.HE STAYS MOST OF THE TIME AT HIS NATIVE BELLARY.MOST MBBS DOCTORS HAVE SINCE RESIGNED FROM THE SAID COLLEGE.PATIENTS ARE NOT COMING IN THE NUMBERS AS SHOWN IN ASSESSMENT AND THE FACULTY HAVE REDUCED.ALSO LACK OF ACCOMODATION,LACK OF QUARTERS IS PUTTING OFF MAY PROSPECTIVE APPLICANTS.BUILDING MAY NOT BE COMPLETED BY MAY 2015,WE ADVISE THE MEDICAL COUNCIL OF INDIA TO WARN THE STATE GOVERNMENT TO EXPEDITE THE WORKS.ALSO STAFF IS INCOMPLETE.ALSO THE KOPPAL DIRECTOR ALSO HAS DONE THE SAME MALPRACTISE OF RECRUITING OR ADHOC INSPECTION DAY APPOINTMENTS AND ISSSUED ONE DAY APPOINTMENT LETTERS TO MANY MEDICAL OFFICERS WORKING IN REALITY AS MEDICAL OFFICERS UNDER HEALTH AND FAMILY WELFARE.

FAKE REGISTERS FOR SIGNATURES OF THE COLLEGE FACULTY WERE DONE AT ALL THE SIX MEDICAL COLLEGES AT THE INSTRUCTIONS OF THE PRINCIPAL SECRETARY MEDICAL EDUCATION???

Assessment of the physical and the other teaching facilities available for
establishment of a new medical college at Gadag , Karnataka by Govt. of
Karnataka under Rajiv Gandhi University of Health Sciences, Bangalore,
Read: the matter with regard to assessment of the physical and the other
teaching facilities available for establishment of a new medical college at Gadag,
Karnataka by Govt. of Karnataka under Rajiv Gandhi University of Health
Sciences, Bangalore, Karnataka u/s 10A of the IMC Act, 1956 for the academic
year 2014-15.
The Executive Committee of the Council considered the Council Assessor report
(21st& 22nd May, 2014) and noted the following:-
1. Lecture Theaters: Only 1 lecture theater of capacity 150 is available in
the college against requirement of 2 with capacity of 180 each as per
Regulations. It is not of Gallery type. There is no facility for E class. It is
not air conditioned. Another lecture theater of 180 capacity is available
in the hospital but it is not of Gallery type. Audiovisual aids are not
available. There is no facility for E class. It is not air conditioned.
2. Central Library: Area available is only 100 sq.m. against requirement of
2,400 sq.m. as per regulations. Only room is identified. It is not
furnished. Books & Journals are not available. It is nonfunctional.
3. Common rooms for Boys & Girls: Not available.
4. Central photography Unit is not available.
5. Students' Hostel: Accommodation is available only for 48 students
against requirement of 113 as per Regulations. It is not furnished.
Mess is not available.
6. Residents' Hostel is not available.
7. Nurses' Hostel: It is not furnished. Mess is not available.
8. Residential Quarters: Allotment is done in PWD quarters. Only 6
quarters for faculty & 10 for non-teaching staff are available against
requirement of 12 & 20 quarters respectively.
9. OPD: Registration counters are not computerized. Only 2 Examination
rooms for OG & Paediatrics are available against requirement of 4.
Separate teaching area is not available. Separate Plaster cutting room
is not available. Dressing room in Ophthalmology is not available.
10. Speech Therapy is not available.
11. Teaching Beds: There is shortage of 18 beds in General Surgery as
only 72 beds are available against requirement of 90 as per
regulations.
12. Wards: Ancillary facilities like Treatment Room, Pantry, Doctors' Duty
Room are not available. Demonstration rooms are not available.
13. Clinical Material is inadequate as under:
(a) OPD attendance is 541 against requirement of 600 on day of
assessment.
(b) Radiological Investigations: (a) Plain X-rays: Daily Average only 11;
(b) USG examination: 1 in 3 days.
(c) Laboratory Investigations: (a) Biochemistry: Daily average only 32;
(b) Microbiology work is not done.
(d) Histopathology & Cytopathology are not available.
14. MRD: It is manual. ICD X classification of diseases is not followed for
indexing.
15. Casualty: Separate casualty for OG is not available. Crash Cart &
Pulse Oxymeter are not available.
16. O.T.s: Only 4 major O.T.s & 1 minor O.T. are available against
requirement of 5 major & 2 minor O.T.s as per Regulations. Central 73
Oxygen & suction are not available. Resuscitation equipment is
inadequate.
17. ICUs: SICU & PICU are not available. There was no patient in ICCU
or MICU on day of assessment. They are ill equipped.
18. Labour Room: Separate rooms for Eclampsia & Septic Patients are
not available. Clean labour room is opening directly into corridor. It is
not equipped.
19. Anatomy Department: It is not functional. Furniture & equipment are
under procurement process.
20. Physiology Department: It is not functional. Furniture & equipment are
under procurement process.
21. Biochemistry Department: It is not functional. Furniture & equipment
are under procurement process.
22. Other deficiencies as pointed out in the assessment report.
In view of above, the Executive Committee of the Council decided to return the
application recommending disapproval of the scheme to the Central Govt. for
establishment of new medical college at Gadag, Karnataka by Govt. of
Karnataka under Rajiv Gandhi University of Health Sciences, Bangalore,
Karnataka u/s 10A of the IMC Act, 1956 for the academic year 2014-15 since
there is no provision for keeping the application pending.

THE CHIEF SECRETARY HAS ASKED THE NON CLINICAL TEACHERS TO SIT IN OPD AND DO THE FALSE CASE SHEETS WRITING.THIS IS EVIDENT SINCE THESE DOCTORS DO NOT HAVE EXPERIENCE OF HAVING SEEN THE CONCERNED DEPARTMENT PATIENTS.
ANATOMY DEPT STAFF ARE SHOWN IN ENT OR SKIN DEPT AND PHYSIOLOGY PERSON MAY BE SITTING IN PEDIATRIC OPD.SUCH A WRONG DOING IS THE DIRECT RESULT OF THE BAD ERGONOMICS BEING APPLIED AT ALL 6 FAILED COLLEGES.
