Admittedly Mr. Jaitley was faced with a bankrupt, debt-laden economy. But equally admittedly, the BJP had (rightly) promised tough decisions. But one does not see any sign of tough decisions (on those corrupt politicans, babus, judiciary, etc.; only on the already overburdened citizenry). Neither does one see any vision in the budget. That is why I call it a tinkerer's Congress-type budget. That is why, I give only 5 (average, C or B-) rating.
Here are some of the things Mr. Jaitley should have done / announced:
1. Democracy meany rule-of-law, equally applied to all sections, and that is fast-fair-and economical. No country (democracy or any other cracy) can survive for long a broken and / or questionable judicial system. Hence, I set right the framework by allocating xxxxx crores to reforming and revamping the judiciary. The number of courts will be increased 3-fold within two years. To mitigate the shortage of judges, their retirement age is increased to 70 years. Retired judges will be recalled. To mitigate the shortage of infrastructure, the courts will have two sittings: from 8.00 am to 12.00, and again from 1.00 to 5.00. To ease the clogged judicial system, all petty pending cases are withdrawn. The other clutter of bounced cheque cases will be fast tracked exclusively on Saturdays to clear the clutter. To improve the quality of our courts, the Judicial standards Act will be inforce within 3 months. All courts will be video-audio taped.
2. We have had a very serious food inflation problem. Whilst the supply side will take some time to fix, all processed foods and machinery are exempt from all taxes and levies.
3. We have a very serious poverty problem coupled with high unemployment, and very low agriculture productivity. We will make 5 million micro watersheds within our 5 years. This will provide instant employment to millions, and also instantly increase farm productivity.
4. We have developed a very serious free-loading / loot-and-scoot type of governance. To begin with ALL freebies of free water, free electricity, free housing, free car, chauffeur, free travel, free petrol type perks are hereby withdrawn and cancelled. Other related issues will be dealt with shortly. This will substantially reduce the cost-of-governance.
5. ETC., etc.
PS. Please dont say, "it cant be done", "we are a democracy", "we have coalition partners". JUST GET THE WORK DONE.
