All the reports about those contractors who rose from the low ranks of the MCGM to becoming multi crorepati business men
Instead of only blaming them, how about investigating
01 Which officials or committee members gave them the contracts
02 Which sub junior, junior engineers supervised the work, if at all
03 Which level engineer checked the work after completion
04 Who were the deputy engineers who passed the bills
05 Who passed the bills in the accounts department
06 When defects were seen within the defects liability period, which official inspected the site if any, and what were the reports given, and why the contractor was paid
The point is no matter how educated or not the errant contractor is, the buck stops at the top.
They can't do anything unless the system allows them to.
And who has physically counted the pot holes, how can any one believe there are only a few thousand pot holes.
And what constitutes a pot hole, so many centimetres deep, so many centimetres in diameter.
Actually, any level; difference between the road surface in general and otherwise, should constitute a pot hole, since the person walking on it, or the vehicles, have to adjust to a different height in an instant.
The different road surfaces, asphalt, cement concrete, paver block, no harmony in the junctions , man hole surrounds, speed breakers, etc.
And remember, we use asphalt, ie, tar, as an application on terraces for water proofing, so how is it that rain water washes away asphalt roads in the first rains.
