| Finally the Study leave
It is a really good news for me and certainly for all my friends and well-wishers. Yes, it has finally really happened. I have actually been granted study leave for nearly 2 years of my study in Human Resource Management at IIM Lucknow. I have been given him Study leave under section 4 of the All India Services (Study Leave) Regulations 1960. With the grant of this study leave I shall now get my entire salary for nearly two years period and this period of two years shall also be counted in my service for grant of Pension, Voluntary retirement etc, which was not the case in extraordinary leave, that I had previously got.
To go back to the background of the matter, I had got admitted in IIM Lucknow in Human Resource Management course in April 2008. I had then requested for grant of study leave of 2 years. Later, the matter went to judicial intervention where many cases came in Central Administrative Tribunal (CAT) and High Court, Lucknow Bench. After an interim order by CAT in OA No 238 of 2009 I was granted me extra-ordinary leave on 08/06/2009. Later On 07/07/2009, CAT gave an order for reconsideration of my application for study leave afresh as per law. It was followed by Contempt cases and Writ Petition No 268 of 2011 in High Court, Lucknow Bench challenging CAT's order which the High Court quashed asking to decide over study leave as per CAT's order.
In this case, there were a total of 8 court cases, four in the High Court and 4 in CAT. This also included 3 Contempt of Court cases, twice in CAT and once in High Court. It is noteworthy to know that Human Resource Management (in which I had taken admission in IIM Lucknow) is a subject which is universally regarded as being very useful for Police officers.
With this grant of study leave, I would possibly be richer by 8-9 lakh and this makes me feel really elevated. Another thing that gladdens me is that with this grant of study leave, I would become eligible for Voluntary retirement next year, a step which I am also having a look at.
