[rti4empowerment] Badly beaten twice, yet no FIR registered

Friends,

News of Human Rights violation has come to us which seems to be rather serious. As per this news, Sri Naresh Kumar Sehgal, Press Reporter, Kotkapura, Distt. Faridkot-Punjab was attacked physically on 26/12/10 at near about 3:30-4:00 PM Near Girls Hostel Kotkapura Distt. Faridkot. They were 2 persons, one of them being Romy Kapoor S/o Sardari Lal Kapoor. Subsequently he got admitted in Civil hospital Kotkapura. The concerned doctor informed Police station City Kotkapura and his medical examination through MST/ 125/2010 dated 26/12/2010 was conducted where the doctor reported sharp injuries. But Police took no action.

It is being said that at 8:00 PM on same date 26/12/2010, he was again attacked in the emergency room of Civil hospital Kotkapura. There were 3 persons. They had all fire arms with them. They tried to kidnap Sri Sehgal. When hospital staff, patient and other people gathered after hearing the patient's shouts, then the assailants ran away after injuring him.  One of them was Surindar Kapoor S/o Sardari Lal Kapoor.

It is being said that the doctor again examined him and sent second Medico Legal Report No. MST/130/2010 Dated 26/12/10 to the Police Station City Kotkapura which talked of new sharp injuries. But again police took no action.

The next day, on 27th, at about 11:00AM the police recorded Sri Sehgal's statement. SHO Gurjit Singh Rumana & Sub-Inspector Bachitar Singh Police Station City Kotkapura came there but they did not try to collect any evidence like the blood stained clothes etc. Still no case was registered and no case has been registered so far.

With not even an FIR registered, Sri Sehgal naturally fears for his life and that of his family members. He has now sent letters/fax/emails right from the President of India, New Delhi, Chief Justice, Supreme Court of India, Home Minster of India, New Delhi and others asking for justice.

If the facts as presented to me are correct, then it is certainly a very-very serious matter.

We, as Human Rights activist and as media persons condemn this act as being completely against the basic premises of law and justice and want immediate justice to be done in this case.
