This is related to penalty imposed by the Central Information Commission on the Public Information Officers up-to 30 August 2010.
There are 469 penalty orders, out of which in 61 cases penalty was waived by the CIC after the PIO representation to CIC.

Number of penalty orders , gives an indication , whether the Commissioner is following law of land or not .
Low penalty means, Commissioner has sympathy with the officers (who had deliberately wrongfully denied the information) and no appreciation to the facts that Citizen of the Country was denied fundamental Right of Information .Low penalty encourage deliberate wrong denial (which results in the increase in the second appeal).
Any other point which is not given in detail is that Officers given less penalty orders are also less efficient in deciding the appeal.
Each penalty order take time at least equal to two appeal time.
