I have been entrusted with drafting Audit Manual for Panchayats for all States and UTs. File on manual for Rajasthan has been added in this group; similar state-specific manuals are being prepared for other States/UTs. Members of the group are requested to review the draft and give their valuable suggestions on :
- How can the Audit Manual help the auditors, Panchayat authorities, elected representatives and officials of PRIs to raise issues regarding effective financial management and record-keeping by Panchayats?
- What issues should be raised by public, for sustained pressure to ensure that the provisions of the Constitution of India and laws/rules framed by State Government are implemented at ground level by Panchayats?
- Any suggestions for improving the draft Audit Manual ?
