Lucknow.TAHRIR.25/05/2015…..On 18th April 2012,soon after taking charge as the youngest CM of UP , Akhilesh Yadav had revived Samajwadi Party's much hyped 'Janata Darshan' which was very popular in the earlier regime of Mulayam Singh Yadav.
'Janta Darshan' was said to be a practice of CM meeting people to listen to their grievances at his official residence in state capital for making a difference in style of governance, a step that was ended by his predecessor Mayawati.
First it was announced by Chief Minister's office that 'Janta darshan' program shall be held every Wednesday on weekly basis but seeing large no. of dissatisfied incumbents at the maiden program, on 23rd April, Chief Minister's office announced that from then onwards such programs shall be held fortnightly every first and third Wednesday of the month.
Later, in September 2013, a RTI by Lucknow based social activist Urvashi Sharma painted a grim picture on efficacy 'Janta Darshan' programs when RTI reply by Chief Minister's office revealed that In one year rule of Samajwadi Party between 15 March 2012 to 14 March 2013, disposal rate of complaints received in much talked about 'Janta Darshan' programs was only 26% while most of the applications remained unattended.
Leave apart the disposal rate,the big question is if during his tenure so far, CM Akhilesh Yadav even kept his promises made to the people who voted him to power by holding some 2 hour long these programs fortnightly as per his own set norms or not?
In reply to one of my RTI pleas, Yashovardhan Tiwari, Assistant Director/In-charge, Chief Minister Information Centre, Annexxie has informed me that within period from 15th March 2012 to 20th February 2015, only 10 Janta Darshan programs were held. First Janta Darshan was held on 18-04-2012 and subsequent 9 such programs were held on 02-05-2012,05-09-2012,03-10-2012,07-11-2012,03-04-2013,05-06-2013,03-07-2013,04-09-2013 & 05-02-2014. Last program dated 05th February 2014 was named as 'JANTA KA DARVAAR'. This makes it clear that no Janta Darshan Program has been held at CM's residence in Last one year.
Going by his own set norms Akhilesh should have held 16 such programs in 2012, 24 in 2013,24 in 2014 and 02 in 2015 i.e. total 66 programs within the period from 01-05-2012 to 20-02-2015 but Akhilesh made only 9 such programs which is less than 14% of his own set targets. If we take this as an indicator of seriousness of implementation of welfare schemes & programs by present SP Govt's, we can easily gauge what the people of UP can get such a non-serious Government, a govt. which is not serious on implementation of welfare schemes & programs affecting the masses at grass-root level.
A question comes to my mind If Akhilesh Yadav is redefining socialism by wasting the time meant for meeting the people in Janta Darshan Programs in his luxurious foreign trips as in 3 years he has made some 4-7 days long 5 Foreign Trips but some 2- 4 hours long only 10 'Janta Darshans' only.
The figure that came through my RTI has exposed tall claims of the government and shown a mirror to it. I think Akhilesh government should ensure that people are heard and at least take care of those, who reach them expecting redressal of their grievances. Initially complaints were against the BSP regime, so janta darshan program was revived but later complaints were against the SP regime due to which first the programme's frequency was decreased and now it has been completely buried.
Even now, Akhilesh Yadav is off to France on a four-day visit with a delegation, including his wife Dimple Yadav who is also a MP from Kannauj just to interact with the manufacturers of scent in France and discuss trade relationship with them. Akhilesh had visited Germany, Netherlands and Switzerland in the past.
Is Akhilesh Yadav's "holidaying abroad" along with his family justified when he is not holding his own promises on Janta Darshans? Isn't it a mockery of socialism, SP & Akhilesh boasts off ? is this 7 star socialism suited to a resource-striven problems-ridden UP.Continuously going on holiday foreign trips at the cost of state exchequer and continuously curtailing JANTA DARSHANS by Akhilesh is highly condemnable.
If the state's potential is exploited by CM, such foreign trips would not be needed at all. Till date, "no concrete developmental step" has been taken based on learning of foreign trips so far.
And if JANTA DARSHANs are held continuously with timely redressal of complaints, Uttar Pradesh might become UTTAM PRADESH, which is a distant dream so far.
