Sub: Why are scam-tainted bureaucrats being protected & promoted?

 

Sir,

 

Greetings for the New Year. We are happy to see stirrings of government action against scam-tainted bureaucrats. However, we are wondering whether it is too-little-too-late. In the case of Adarsh, your government and CBI appear to be beating around the bush. The police and CBI have not yet interrogated Mr Sushilkumar Shinde, Mr Vilasrao Deshmukh, Mr Ashok Chavan, Dr Suresh Joshi, Mr Ramanand Tiwari, Mr Subhash Lalla, Mr Jairaj Phatak and Mr Ratnakar Gaikwad. There is no move to put these influential persons under judicial restraint to save evidence from being tampered, and witnesses being pressured. Instead, they continue to enjoy positions of eminence.

 

Sir, when will we see a simple FIR registered against these creators of the Adarsh scam? Need we remind you that when criminal wrongdoings are detected, FIR is the most elementary first step for taking action against the culprits? Why are you allowing this charade of lengthy and time-consuming "investigations" before FIR is registered? Sir, we strongly protest.

 

In the above context, we – the citizens of Mumbai -- are astonished at your choice of Mr Ratnakar Gaikwad for the post of Chief Secretary. Please consider the extent of Mr Gaikwad's involvement in Adarsh:

 

  • He unlawfully granted Occupation Certificate (OC) to Adarsh when the building was not even complete and even the crane had not been shifted. It is impossible for a building to be occupied so long as the crane is operation.
  • The OC was granted despite severe objections of the Army and the Navy. In overruling these objections, Mr Gaikwad compromised with national security and the future of this country – an act of treason, and not just corruption.
  • The OC was given when the mandatory Environment Clearance was yet to be obtained.
  • Mr Gaikwad granted several concessions to Adarsh, especially increasing the height to 31 floors even though it was not permissible under the law.

 

How embarrassing for Govt. of Maharashtra if he is Chief Secretary if and when he is questioned for the above by CBI!

 

However, there is more: As MMRDA Commissioner, Mr Gaikwad wasted crores of rupees of public funds on the poorly-planned and executed sky-walk project, which has caused chronic and incurable traffic congestion in many areas, while failing to ease the problems of pedestrians. The whole purpose of sky-walks has thus been defeated.

 

His planning and execution of the Metro project has also been similarly self-defeating and wasteful, not to mention non-transparent. Sir, we do not wish to overburden you with the details. Suffice it to say that the damage that Mr Gaikwad has caused to Greater Mumbai is beyond repair. The common man can never be adequately compensated for the permanent loss of quality of his life.

 

If such person, who has no grassroots knowledge of Mumbai's problems, and no humility to listen to its well-informed citizens, becomes the Chief Secretary of Maharashtra, we shudder to think what the future holds.

 

Sir, Mr Gaikwad's recent appointment defies both administrative propriety and common sense. Lest he should become an embarrassment to your government like Information Commissioner Ramanand Tiwari and Human Rights Commissioner Subhash Lalla, please remove him at the earliest.

 

Please give us an early appointment to discuss these issues personally with you.
