'Dead' RTI activist found in K'taka, arrested

AAP leader and RTI activist Chandramohan Sharma, who was reportedly found charred to death in his car in Greater Noida on 1 May, has been located in Karnataka with a female friend. Police sources have said that Sharma has been arrested by the Karnataka Police and a team from Noida has also been sent to bring him for further probe. Meanwhile, the Superintendent of Police (Rural) has denied any such report of his finding and said that the matter is still being investigated.

'Although we are investigating the matter, we have no such information about his arrest,' said Brajesh Kumar Singh, SP (Rural).

If police sources are to be believed, a mentally challenged person had gone missing on the same day of the incident and there might be a possibility that Sharma had hatched a conspiracy of his own murder by killing the mentally disabled person and placing his body inside the car.

Police sources also claim that the Noida cops got information about his presence in Karnatka two days back and later contacted the state police for his arrest. It is also being said that his female friend has also been arrested along with Chandramohan and will be brought to the city on Wednesday.

Chandramohan's wife Sabita said that she already had information about his presence in Karnataka through local police.

'I was also informed about his girlfriend, who had also gone missing after his alleged death.'
It may be noted that, Chandramohan Sharma's charred body was found inside his car near Eldeco Crossing in Greater Noida in May after passers-by informed the police that the vehicle caught fire.

He had been attacked on several occasions and had been threatened not to file RTI in future by the muscle men also.

राजधानी लखनऊ के सामाजिक कार्यकर्ता और इंजीनियर संजय शर्मा की एक आरटीआई के जबाब ने सूबे की राजधानी की ट्रैफिक पुलिस और पुलिस थानों की  अपराधियों के ही पक्ष में झुके होने की कार्यप्रणाली की हकीकत को उजागर कर पुलिस का असली घिनौना चेहरा सामने ला दिया है l 
 
भारत के सर्वोच्च न्यायालय द्वारा ललिता कुमारी बनाम उत्तर प्रदेश सरकार व अन्य मामले में थाने आने बाले प्रत्येक  प्रार्थना पत्र पर  ऍफ़आईआर दर्ज किया जाना आवश्यक होना अवधारित किया है किन्तु लगता है  लखनऊ पुलिस   सर्वोच्च न्यायालय के इन निर्देशों को खूंटी पर टांग अपराधियों को संरक्षण देने का रिकॉर्ड बना रही है और थाने आने बाले प्रत्येक  प्रार्थना पत्र को तो छोड़िये, पीली पर्चियों   पर भी  ऍफ़आईआर दर्ज नहीं कर रही है l
 
बहुचर्चित 'पीली पर्ची' अभियान के तहत थाने में दिए जाने बाले प्रत्येक प्रार्थना पत्र के लिए पावती के रूप में एक 'पीली पर्ची' जारी की जाती है l अब यह तो दीगर बात है कि थानों में पीली पर्ची ही बड़ी मशक्कत के बाद काटी  जाती है l लखनऊ के 43 थानों में 'पीली पर्ची' अभियान की शुरुआत से दिसम्बर 2013 तक काटी  गयी 44734 'पीली पर्ची'  में से   महज  8570 ( 19% ) पर ही ऍफ़आईआर दर्ज हुयी हैं जो लखनऊ पुलिस की अपराधों के पंजीकरण के प्रति घोर संवेदनहीनता परिलक्षित करती है l
 
लखनऊ के वरिष्ठ पुलिस अधीक्षक के कार्यालय द्वारा दी गयी सूचना के अनुसार थानों पर 'पीली पर्ची'  पर  ऍफ़आईआर दर्ज करने के मामलों में 0 % से 100 % तक के मामले हैं l नगराम पुलिस थाने पर काटी गयी किसी भी 'पीली पर्ची'  पर  कोई ऍफ़आईआर दर्ज ही नहीं की गयी तो वही पीजीआई थाने पर काटी गयी सभी  'पीली पर्ची'  पर  ऍफ़आईआर दर्ज हो गयी l
 
राजधानी के महिला थाने पर प्राप्त 802 'पीली पर्ची'  में से   महज 27 पर ही ऍफ़आईआर दर्ज हुई है l संजय कहते हैं ऐसे में सूबे के मुखिया और अधिकारियों के महिलाओं के प्रति संवेदनशील होने के दिखावों की पोल स्वतः ही खुल जाती है l संजय कहते हैं कि जब सूबे की राजधानी में अखिलेश की नाक के नीचे ये हाल है तो सूबे के दूरदराज क्षेत्रों में महिलाओं के प्रति पुलिस की संवेदनशीलता की तो मात्र कल्पना ही की जा सकती है l
 
 
संजय कहते हैं कि जब सूबे की राजधानी में अखिलेश की नाक के नीचे ये हाल है तो सूबे के दूरदराज क्षेत्रों में महिलाओं के प्रति पुलिस की संवेदनशीलता की तो मात्र कल्पना ही की जा सकती है l संजय के अनुसार ऐसे में यदि महिलाओं के प्रति अपराधों में वढोत्तरी हो रही है तो इसमें आश्चर्य नहीं है और यह माना जा सकता है कि ये सब अखिलेश के संज्ञान में है और उनकी पार्टी की किसी रणनीति के तहत ही कराया जा रहा है l 
 
आरटीआई के उत्तर से यह खुलासा भी हुआ है क़ि लखनऊ पुलिस का बहुचर्चित 'पीली पर्ची' अभियान अब लावारिस हो गया है और अभियान के शुरू होने से आज तक इस अभियान के क्रियान्वयन एवं सफलता की समीक्षा के लिए आज तक कोई भी समीक्षा बैठक नहीं हुई  है l
 
आरटीआई के जबाब ने सूबे की राजधानी की ट्रैफिक पुलिस को भी नंगा कर दिया है l हांलांकि जान सूचना अधिकारी ने माना है कि वाहनों पर पुलिस का लोगो लगाना , मजिस्ट्रेट का स्टीकर लगाना गैरकानूनी है किन्तु बीते 14 वर्षों में ट्रैफिक पुलिस ने पुलिस का लोगो लगे होने के महज 313 मामलों में ही कार्यवाही की और बीते 14 वर्षों में मजिस्ट्रेट का स्टीकर लगाने के महज 59 मामलों में ही चालान किया है l
 
आरटीआई के जबाब  अनुसार  बीते 7  वर्षों में ट्रैफिक पुलिस ने अवैध एलपीजी  किट मामले में महज 99  मामलों में ही कार्यवाही की है l संजय दावा करते हैं कि वे इतने मामले 7 दिन में ही दे सकते हैं और कहते हैं कि ट्रैफिक पुलिस के चेकिंग अभियान चालान की जगह महज धन उगाही तक सीमित होकर रह गए हैं जिसका हिस्सा शायद शासन तक जाता है l 
संजय ने राजधानी की पुलिस से नियमानुसार काम ने करने की इस तरह की वेशर्मी छोड़कर कुछ काम नियमानुसार भी करने की नसीहत दी है और सूबे के मुख्यमंत्री से  आरटीआई के इस आईने में अपनी नाक के नीचे की गन्दगी देखकर इसे साफ करने की अपेक्षा की है l
संजय कहते हैं कि अब अखिलेश को आरटीआई के इस आईने में अपनी नाक के नीचे जमा हो रही इस गन्दगी को देखकर साफ करने के लिए कुछ करना चाहिए l अरे भाई केवल योजनाएं ही बनाते रहेंगे या उनका क्रियान्वयन भी करेंगे ?

autocratic working by Police of State Capital which has largely been
swayed towards the criminals.
 
Though as per recent Supreme Court Verdict in Lalita Kumari VS. State
of U. P. case, Filing of FIR on each n every application of crime is
mandatory but U.P. Police, blessed with  patronage of SP Govt. have
kept this Supreme Court order in shelf.
 
 
You might be remembering that Police deptt. started Yellow slip
system. The data given here relates to time period from inception of
Yellow slip system to 10-12-13.
 
Data given by office of SSP exposes full spectrum ranging from 0% to
100% conversion of Yellow slips into FIRS.
 
Mahila Thana of Lucknow filed only 3% i.e. 27 FIRs on 802 Yellow Slips.
Police Station Mohanlalganj, which was in news because of recent rape
& murder of a widow, registered 15% i.e. 260 FIRs on 1685 Yellow
slips.Police Station Hazratganj
 registered 5% i.e. 126 FIRs on 2391 Yellow slips.Police Station PGI
 registered 100% i.e. 320 FIRs on 320 Yellow slips whilePolice Station Nagram
 registered 0% i.e. 0 FIRs on 1016 Yellow slips.
 
Its even more surprising that as per RTI reply,no meeting has ever
been called to monitor functioning and effectiveness of Yellow Slip
Scheme.Doesn't this mean that this much scheme has been orphaned by
the authorities concerned.
 
RTI reply has also revealed that there is no rule which allows a LOGO
of Police on Vehicles. Similar is the case with the 'MAGISTRATE'
stickers.
 
In 14 good years only 293 vehicles faced action of P.B. Challan & 20
vehicles were confiscated for putting logo of police on vehicles.(
Though almost each n every police personnel including IPS are using
these logos.)
 
Similarly in 14 Years only 59 vehicles faced action for having plates
bearing name,designation etc. of officials. ( Though we can find 59 in
and around secretariat any time in a working day )
 
From 2007 to 2013, only 44 vehicles faced action of P.B. Challan & 55
vehicles were confiscated for using unauthorized LPG Kit. ( Though one
can find this much in a single day at Hazratganj Crossing only )
 
When this is the working our police  in state capital , we can only
imagine situations at far off districts in UP.

But we all know that with such type of statistics coming out

Our eyes provide us with a window on the world, but that window gets a little foggy and fragile as we age. or gets damaged due an accident or nowadays commonly gets affected due to serious side effects of many modern medicines. 
Close-up vision blurs, and cataracts lie ahead for many. Tear ducts function less well, and eyes can get dry and inflamed.
Worse, glaucoma and macular degeneration, NAION  can pose serious threats to vision, making reading difficult and jeopardizing independent living.Blindness is among the public's top health fears
As baby boomers age, more people will be confronted with vision problems. Among Americans older than 40, there are an estimated 41 million cases of blindness, low vision or age-related eye disease, according to the patient advocacy organization Prevent Blindness, which predicts that this number will grow to 64 million by 2032
So what can you do to keep your eyes working? 

Glaucoma
Would that there were such a happy-ending fix for glaucoma, a condition involving damage to the optic nerve, whose early stages can be detected only through an eye exam. It is diagnosed by evaluating the optic nerve and measuring the pressure of the fluid in the eye; high pressure can harm the optic nerve.
Prevent Blindness estimates that more than 2.7 million Americans age 40 and older have glaucoma. Most at risk are African Americans, Mexican Americans, smokers, diabetics and people who are severely nearsighted or have a family history of glaucoma.
There is no way to prevent glaucoma — or to restore the vision loss it causes — but its progression can be halted with early intervention. That requiresregular eye exams. The American Academy of Ophthalmology recommends that adults without the risk factors mentioned above have a baseline exam at age 40, then evaluations every two to four years until 55. From that point on, they should be checked every one to three years, and one to two years once they're 65. Those at risk for glaucoma and other eye diseases should be seen more frequently. Ignore the guidelines at your peril. "Unfortunately about once a year I have a patient who walks in the door and has lost significant vision, and has no idea he or she has glaucoma," Pluznik says. Since it's irreversible, he adds, "the whole idea is to pick it up early so we can treat it."
And treatment can be extremely effective. Daily eye drops help lower the pressure in the eye, though sometimes ophthalmologists will use lasers or surgery. Once your pressure is stabilized, you should have your eyes checked every four to six months, Buttross says; "otherwise, if the pressure creeps up, you won't know it."
Age-related macular degeneration
AMD is a disease where the cells in the central part of the retina — the part most important for central vision, called the macula — deteriorate. Though eyesight can be preserved when the disease is caught at an early stage, theCenters for Disease Control and Prevention calls it "the leading cause of permanent impairment of reading and fine or close-up vision among people aged 65 years and older," and says 1.8 million Americans older than 40 have the condition and another 7.3 million are at risk of developing it. Unlike glaucoma, AMD, which runs in families, is a greater risk for whites than for African Americans.
There are two kinds of AMD, dry and wet. More common is the dry, which can cause loss of central vision — essential for reading and driving — but so gradually that many people have it for decades with no obvious effect. Wet, or neovascular, is more dangerous. Abnormal blood vessels grow into the retina, in some cases leading to bleeding or leaking of fluid. Wet AMD is frightening, Pluznik says, because it may alter vision suddenly: "Patients can wake up one day and just see a central black spot."
Don Albrecht, 85, of Great Falls, Va., was recently diagnosed with dry AMD in his left eye and wet AMD in his right eye. The warning sign came last fall, when he was watching a baseball game on TV and couldn't see certain details on the players' uniforms. He became alarmed and eventually was referred to a retina specialist, who treated his wet AMD with injections that eliminated the intruding blood vessels, a relatively new procedure. "If it had been 10 years ago," he says, "I may have lost my sight."
The National Eye Institute's Age-Related Eye Disease Study (AREDS) found that people with AMD who take certain vitamins and minerals can slow the disease's progression. Those antioxidants include vitamins A and E, beta carotene, lutein, zinc and copper; they are sold over-the-counter in pill form as the AREDS formula. The researchers recently altered the mix by adding lutein and zeaxanthine and eliminating beta carotene. Called AREDS2, this formula is what ophthalmologists often suggest now.
Because these treatments can cause side effects, Buttross recommends checking with a doctor before taking them.
Along with the AREDS2 pills, ophthalmologists suggest a low-fat diet that includes fruits and vegetables, especially leafy greens such as spinach, kale and collard greens, and eating omega-3 fatty acids, which are found in salmon and tuna.
Albrecht says he eats lots of salad and takes AREDS2 supplements. "I feel very lucky," he adds. "I have an eye problem, but it's under control."
Seven tips for healthy eyes:
●Be alert to the early signs of vision problems.
●Protect eyes from ultraviolet light with sunglasses. (Make sure yours offer full UV protection.)
●Get regular comprehensive eye exams.
●Don't smoke.
●Keep weight normal to avoid diabetes.
●Control your blood pressure.
●Eat a diet rich in dark leafy greens and omega-3 fatty acids (found in foods such as salmon, flaxseed and walnuts).

NEW DELHI: The publicity hungry who rush to higher courts with public interest litigations based on newspaper headlines were put on warning on Friday after the Supreme Court refused to interfere with an Allahabad High Court order asking a persistent PIL litigant to deposit Rs 25,000 with every PIL she filed.

The incessant petitioning by Nutan Thkaur on purported public causes made Allahabad HC impose a novel condition - deposit Rs 25,000 with every fresh PIL she filed. If the court found the PIL to be advocating a genuine public cause, then the money would be returned to her. If not, the amount would be forfeited. She has so far filed a record 86 PILs in the HC.

Thakur's counsel Anoop Chaudhary argued that the condition imposed by the HC amounted to stifling the petitioner's important right to seek judicial redress of her grievances against the executive.

But a bench of Chief Justice R M Lodha and Justices Kurian Joseph and R F Nariman found nothing wrong in the condition imposed by the HC. It said, "There is nothing extraordinary about this order. All that it asks you to do is to deposit Rs 25,000. It does not curtail your right to file a bona fide PIL. It is only to ensure that you don't henceforth file frivolous petitions."

The bench was aware of the problem of frivolous litigation in the Supreme Court which has imposed cost on several PIL petitioners for rushing to the court with a PIL based on newspaper reports. If it found the PIL to be genuine yet lacking in data, it often asked petitioners to do more research and come back with statistics to back their claim.

The bench said there was a need for a law in every state to curtail vexatious and frivolous litigation. "In Maharashtra, there is a Vexatious Litigation (Prevention) Act of 1971 that needs to be enacted by every state," it said.

The bench said, "No one can rush to the court with a PIL for every headline in newspapers."

But Chaudhary argued that the court could always dismiss Thakur's petition and impose cost if it was found to be frivolous. "By this order, they will not entertain any petition by this petitioner unless supported by a demand draft of Rs 25,000," he said.

The bench said if her petition was genuine, she would always get her money back. The Law Commission had in 2005 recommended to the Centre to prevent frivolous litigation by enacting a law on the line of Madras Vexatious Litigation (Prevention) Act of 1949.

The commission was of the view that if a registrar general of an HC identified a litigant to be bombarding the court with petitions "habitually and without reasonable ground", then he could move a petition before the HC to declare him/her a vexatious litigant. Once that was done, he would be permitted to file a petition before the HC or a subordinate court only after prior approval from the head of that court.
