Appeal
R.Manjula Nagaraj, team member of Childline Kolar, received a message on 7th December 2012, at around 4 pm that a few children are rag picking near Banagarpet Circle in Kolar Town. Fearing that the children may move away and disappear, after leaving messages to her colleague to join her, she rushed to the spot to rescue the children. She found 3 children rag picking, as she picked up conversation with one of the boys; a crowd consisting of about 40 to 50 people surrounded her. They started accusing her of trying to kidnap the children. She produced her I.D Card and the handbills of Childline. The crowd refused to accept her credentials and gradually went violent. They attacked her, pushed her around and attempted to molest her. They stole her money which was in her hand bag. Fortunately someone in the neighborhood informed the police control room. As the police vehicles approached, the attackers had run away. The police picked up one person and bought him to the Kolar Town Police Station. Meanwhile Manjula’s husband Mr.Nagaraj who is also a social activist reached the spot. The police released the person whom they had brought from the spot after obtaining an apology from him. The request of Nagaraj to the police that an FIR is to be registered against the culprits was denied by the police saying that no one could be identified as accused. They told Nagaraj that FIR will be registered after identifying the accused! Finally the police filed only Non Criminal Report (NCR)
Though Manjuala had not suffered any external injuries, she had to undergo treatment at the hospital for severe pain on her neck and hands.
Mathews Phillip, Executive Director of SICHREM along with Prakash Kariyappa, Childline Incharge at SICHREM rushed to Kolar and visited Town Police Station and requested the Sub-Inspector to register a FIR. The response was evasive and repeated the same argument that the FIR can be raised only after identifying the accused.
Manjula hails from Kolar town itself and most of the local people especially shop owners in the area know her personally and also about her work with the Childline Kolar. This is what gave her the confidence to rush for rescue even before her colleagues reach the spot. According to her none of the attackers are locals. Therefore it is suspect that the Child Trafficking Mafia is behind the attack and there are all possibilities that those children were under control of the mafia.
We are forced to write this appeal because the police have not filed FIR till today and no arrests have been made. If this case is not handled properly, the very functioning of the Childline can become difficult. It can negatively impact the morale of the Childline Team.
Hence we appeal to you to send telegrams/fax to the following authorities, requesting to register FIR and arrest the accused immediately.
