3. Information sought: - discipline/ behavior of Maharashtra govt. Servants (the rulers who have enslaved us the common man).
4. All information pertains to staff and officers of govt of Maharashtra and their responsibilities.
5. No period applicable.
6. I have visited many govt offices of Maharashtra like Tahsildar, talati, city survey, election, transport, registrars and commissioners of various depts.., police etc. etc... In most offices there are no PRO/ help desk. Why? What are the guidelines to your offices on this?
7. If there are help desk then have you advised them to make it more prominent, visitor friendly and displaying proper board? Pl. give copy of such guideline.
8. In most offices visitors are not received courteously. They are never offered a seat. Replies are not given, given insultingly; visitors are pushed from one table to another. Why? Why they behave so arrogantly? Are taxpaying on whose money they get paid are meted out this insults, harassment? Is this the culture of your staff? Is this the training given to them? Is it that top ministers , commissioners, collectors , secretaries are making lot of money and busy with mafias and builders , and scandalous people that their under staff is frustrated and cannot be trained/ cannot be tamed and are allowed to misbehave / behave rudely with citizens like dictators?
9. When was last circular/ warning / training given to staff of govt of Maharashtra to behave responsibly, receive visitors decently, reply to their queries satisfactorily, to not to deal with them as if they are slaves?
10. In most of your offices name plates, tel. nos, email ids, notice boards, boards as RTI act, etc are not displayed. Why? Even if we repeatedly ask for names of officers, staff, their official email ids, their officials' tel. nos then same are denied. Is there any provision / guideline given to not to share these info and make run citizens which includes sr. citizens, sick, poor, literate, illiterate , pregnant woman etc… Is not such secretive behavior because your department has trained them to-do so citizens only approach thru agents, so called social workers, mafias, and give bribe to your staff and a portion of which from each dept., office, choky, comes to top secretaries and ministers who give placements and promotions to key positions to most bad behaved but corrupt official? If such guideline is not given then what is a guideline, give copies of circular, and tell how to ensure good behavior from nasty govt officials?
11. Is it true that telephone nos of most govt offices do not work? I have tried nos of City survey office, Vandre, Election office of Kherwadi (26472470), registrar of societies etc recently which are not working. Is there a guideline from your office to keep phones dead, if working then not to lift, and even if picked up then do not reply except by saying come and see personally? Is it because the bribe cannot be given thru phones?
If this is not your government's guideline then why most officers do not disclose their official tel. nos., email ids, web site address, fax nos.? Has your dept ever told your staff to not to make citizens travel unnecessarily, Not to waste their time and money on travel, not to lose their pay as onion( and everything else) is costly and they need to earn, attend to their sick parents, attend to young kids going to school etc. etc..
12. I am dealing with 36 mutual fund companies, 3 private insurers, 2 private banks etc. for more than 5 years. But have never seen their office, executives etc. as everything is done on their web site, or thru email. We meet only when there is B 2B or B 2 C meet / conference.
Trillions of rupees worth goods are coming from China to Mumbai (half of that is smuggled and sold at Musafir khana) but have you seen any Chinese. They work thru net/ email/ ebanking/ chat/ etc...World is moving fast but for Maharashtra as bureaucrats want to meet everyone personally as it is not merit but metal ( gold / silver/ bribe/ flats) that matters.
By the way mobile nos of all these bureaucrats are with mafias, filmis, builders, hoteliers, smugglers, drug peddlers, scamsters, beer bar girls etc who have quick access to your officials and ministers.
But your staff does not want to do anything without seeing our face. Pl. inform what is the official guideline to them on communication, accessibility, transparency?
13. Whenever we go to govt offices we are told that sahib has gone to Mantralaya. Is there any fix day and time when they will always be available? Like Monday 10 to 1 and Fridays between 3 to 5 pm they will 100% be available and will not be called by courts, seniors, cabinet, press, ministers, Corporators etc. etc. then citizens can really get lot of relief. And only if they are on officially taken leave then some alternate arrangement can be made.
So in due course everyone will know this and if one has a work in Alibaug or Nagpur, or Mantralaya, or collector or MSEB or CIDCO or sales tax office he knows he can really find them on these two days between these hours. Is such a policy in place? If not then can something like this be implemented? Then these two days not even CM / Chief secretary should not call them as this a day for citizens. Is it possible?
13. Most letters of layman are not attended to / replied. Is there any circular / GR on this? Are your officials not bound to reply? If they have to reply then give copies of relevant documents. What is a remedy if they don't reply for months?
14. Is there any time frame given to your offices for replying, clearing or rejecting any letter/ application etc...? Today for months they do not reply. Pl. give copies of order/ GR/ circular if Maharashtra government officials are asked to reply in time bound period.
15. In most cases if applications are rejected then no reason is cited. Is there any guideline to your staff that reasons must be given if any application is rejected?
16. There are 10000+ provisions against citizens in which govt can book/ take action against citizen. Is there any provision to book erring govt official? Pl. give copies of GR/ circulars/ act under which a citizen can call for action against erring official.
17. Is there any guideline to have citizen officials meet on half yearly basis or on important occasions like the day on which voter list updating is starting so several myths/ procedures can be cleared?
18. What is an official website of your dept.? Give specific link if site is with other government dept...
19. What is the official contact no. and email id of Information officer should we require to talk to him in future for official purpose.
20. What is the name and address, tel. no and email id of appellate authority in case we need to go in appeal.
21. I state that information sought does not fall within the restrictions contained in the Section 8 & 9 of the Act and to best of my knowledge it pertains to your office.
