Why AAP is not anarchist, but alchemist
National transitions have never been easy. There will be mistakes, pitfalls, false alarms and indeed a few lost causes and disoriented agenda.

It is incredible how one-sided television debates can get. Irrational biases are rapidly formed based on incomplete information and get broadcast to viewers. There is simply no point in an 'accused' fighting this rapidly metastasizing ogre of largely white-collar presumption. When the accuser, jury and judge roll into one, the verdict is a no-brainer.
All this generates great television rating points, but also reaffirms the stereotype. It doesn't matter that Aam Aadmi Party leader Arvind Kejriwal described himself as an 'anarchist' in stark irony, right in front of open eyes. The Goebbelsian disinformation machine got to work immediately because it has been on high-alert ever since a higgledy-piggledy bunch of political tyros started to threaten the stakeholders of the empire of corruption.
While such televised hectoring makes for enthralling optics, it is important to ask the all-crucial question, what exactly is this anarchy that's been bandied about? Do step back and reflect on what actually constitutes modern-day anarchy. To me,
• Anarchy is when we have the patience to suffer 60 years of corruption and misrule, but won't give even 60 days to a band of young, incorruptible and selfless leaders who want to give their life and limb so that a billion sleep in peace every day.
• Anarchy is when the TV Cassandra presumes, nay decides, that this band of incorruptible leaders does not understand good economics and good politics.
• Anarchy is when some feel they can shout and holler on television and, voila!, transform blatant lies into 'truth'.
• Anarchy is an inefficient government taking economic growth from 9% to sub-5%, causing unemployment and crushing the livelihood aspirations of hundreds of millions.
• Anarchy is the abject surrender of government after government to crony capitalism whereby, the country's list of billionaires has had the same names for decades – it's a system that does not let a thousand flowers bloom.
• Anarchy is when you find the richest people in the country are its politicians
• Anarchy is when corporations set the government agenda instead of people like you and me, which is the antithesis of democracy -- verily, it has been a government by the few, for the few, for long.
• Anarchy is when India features at the bottom of the global Human Development Index list.
• Anarchy is when you are the rice bowl of the world and yet your farmers are driven to suicide.
• Anarchy is when the hopeless in hinterland starve in utter penury in the 21st century, despite government godowns overflowing with millions of tonnes of foodgrains.
• Anarchy is a skewed sex ratio because of rampant female infanticide in this Information Age
• Anarchy is gang-rapes and molestation occurring 24 x 7, thanks to brutalised sensitivities of the so-called guardians of law, who are intoxicated and made intolerant by the chancre of corruption
• Anarchy is where the system rots so much, the gang-rape of a young tribal girl in a state ruled by a woman chief minister invites very little political backlash from the two large national parties – because they will need a deal post May elections to lord over us again.
• Anarchy is when children die in relief camps of cold and 'mass' political leaders don't even dare question it or visit the victims -- because they will need a deal post May elections to lord over us again.
• Anarchy is believing the Indian Tricolour is made of just saffron – and trying to erase from popular perception the white, the green and the navy blue of the Buddhist-inspired Ashok Chakra.
• Anarchy is when snooping is equated with protection and riding roughshod over people's right to live without fear masquerades as good governance.
• Anarchy is when the rulers mock the destitute by declaiming they can have their next meal for a princely sum of Rs 12.
• And anarchy is when our overwhelming biases and ignorance prevent us from differentiating between an anarchist and an alchemist.
One could go on till the cows come home, but the short point is, we wouldn't be talking about these things but for the relentless efforts – actually crusade – of the past 15 years of Arvind Kejriwal and others. Far from being an anarchist, Kejriwal is quite the alchemist, showing us where to find the true gold of inclusive prosperity: in that nation of India where the poorest of poor says, it is my country, for I govern it -- and it is governed for me.
Can anyone of us say that today?
National transitions have never been easy. There will be mistakes, pitfalls, false alarms and indeed a few lost causes and disoriented agenda. Some of these leaders will also err more than once, but remember we are all striving to rectify decades of wrongs, and are not persuaded by the typical politician's motive to aggrandise himself, his partymen, his kith and kin.
We are not saying we have all the solutions, but we will put our lives on line to find the best ones, without fear or favour.
To be sure, AAP's first attempt at governance has been baptism by fire. We are happy it has been so and we know the firefight will continue till the old order changeth. We will stumble, we will fall, but we will get up and serve you -- again and again.
AAP is also the only political party in the country today that can look you in the eye, and with hand on its heart, say it will never, ever rob you of your chance in life. Or loot your hard-earned money.
This force for good needs your encouragement and generosity, and will often test your patience -- for all the right reasons.

IIM-Lucknow asks for RTI seeker's address
Neha Shukla,TNN | Jan 23, 2014, 08.24 PM ISTLUCKNOW: An RTI applicant was asked to confirm his address by the Indian Institute of Management (Lucknow) when he filed an application seeking information under the Right to Information Act regarding establishment of IIM-L and its Noida campus.
"In the recent past, we have received a number of queries from fake address/persons. In view of the above, we request you to please confirm your coorespondence address so as to enable us to prepare and send the reply to your query", said assistant central public information officer, IIM-Lucknow.
"On the pretext of fake RTIs, IIM Lucknow is violating section 6(2) of RTI Act by introducing a precondition of confirmation of address by info-seekers," said applicant Sanjay Sharma.
This unnecessarily causes delay in providing information, said Sharma.

Officials forced to find goons among doctors
A senior health official, according to sources, has written to chief medical officers to furnish information about the 'goondas' among doctors in their respective districts as the information had been sought by a social activist under the Right to Information Act.
Health Minister Ahmed Hasan had, a few days ago, while speaking at a function, said that 20 per cent of the doctors in government service in the state are "goondas". He apparently was not satisfied with the functioning of the health services in the state, especially in rural areas.
"Hasan is the health minister. Whatever he says about his own department must be correct. I simply wanted to know about such doctors," Sharma told Deccan Herald. She said the health department did not give any information on her query. "There was no reply even when I filed the first appeal," she said.
She then moved a second appeal. "I have come to know that a directive has been given to the health department to furnish the information sought," she said.
There have been allegations that government doctors, especially in rural areas, remain away from duty for days together, outsourcing the work to sweepers and other paramedical staff.
Hasan is the same minister, who, a few months ago, had called Durga Shakti Nagpal, the IAS official who had been suspended for taking on sand mafia in Noida, "mindless" and a "liar" and had also tried to cast aspersions on her family.
Hasan also sought to question the official's family roots. "You (media) will know who you are supporting when we reveal which family she belongs to," the minister said without further elaboration.

Please Note:
1. The above data is largely based on a telephonic survey, by speaking to the people from respective State Information Commission on the designation & telephone numbers mentioned in column E, as well as, by corresponding / speaking to a few Activists from the respective State, and I am very thankful to all of them for their kind co-operation in providing the required information.
The data has been sorted on the basis of column D i.e. Minimum to Maximum time for a first hearing,
And it has been gathered on the basis of two queries:
- How many Information Commissioners are functional in the respective State Information Commission as on today?
- What is the time i.e. number of days, weeks, months or years it takes for a first hearing to come up before the respective State Information Commission?
2. Please note that in some Information Commissions, although the first hearing may take place comparatively quite early but then it takes multiple hearings before a case is finally disposed of.
For example in Punjab SIC the first hearing may take place in 1 to 1 ½ months, but then it may take several hearings and up-to one year for the case to be finally disposed of.
3. Some interesting facts & practices:
Chief Minister's Role & Responsibility:
It is a lesser known fact that as per section 15(3) of the RTI Act, a Chief Minister of a State is directly responsible for implementation of RTI Act in his / her respective State,
And as such, the Chief Ministers of Maharashtra, Gujarat, West Bengal, Goa, Madhya Pradesh & Manipur (please refer to highlights in colour red above) are guilty of having largely FAILED in their primary responsibility of sharing information with the citizens of their State in real time.
It is also surprising to note that on the one hand Ms. Mamta Banerjee - TMC is the only Political Party which has welcomed the CIC decision whereby Political Parties have been brought under the ambit of RTI Act, but on the other hand her State has grossly failed in the implementation of RTI Act, I mean cases pertaining to the year 2008 are being heard today, and ironically it is a fact that the CM Ms. Mamta Banerjee is directly responsible for such a failure.
In Nagaland:
There are a total of three Information Commissioners, and they always sit together in a bench for every decision taken by the Nagaland Information Commission!
In Haryana:
An interesting practice has been introduced, which if followed at other State Information Commissions, it may help reduce their pendency:
- Upon receipt of a Second Appeal, the Haryana Information Commission sends a notice titled "DATE BOUND COMMISSION'S NOTICE UNDER RTI ACT, 2005" to both the parties (Respondent as well as the Appellant) in which three pre-determined DATES are listed ab-initio.
- On or before the First listed Date - The Respondent (PIO) is supposed to submit his say on the second appeal filed before the Commission.
This say is to be submitted to the Commission with a copy to the Appellant.
- On or before the Second listed Date: The Appellant shall send a rejoinder on the aforesaid say of the Respondent (PIO).
- On the Third listed Date: Finally, the pre-scheduled hearing is then held at the Commission where both the Respondent (PIO) & Appellant are heard.
The Appellant is to send this rejoinder to the Respondent (PIO) with a copy to the Commission.
- Thus, Haryana Information Commission affords one more round of rejoinder between PIO & RTI Appellant, before both of them are finally heard before the Commission. This additional round of rejoinder (with Information Commission being kept in the loop), may possibly help reduce some pendencies at Information Commissions, where there are huge pendencies and delays.
