Lucknow : RTI activists of Uttar Pradesh, under the aegis of
Yaishwaryaj Seva Sansthan Lucknow & Uttar Pradesh Campaign to Protect
RTI (UPCPRI) shall demonstrate on Monday, 1st April 2013 from 11AM to
3 PM at DHARNA Sthal opposite Vidhaan Sabha in Lucknow, the state
capital of Uttar Pradesh towards the in-effective implementation of
RTI act by the state government.

As a mark of the protest activists are to hold symbolic demonstration
by " Playing Snake-Charmer's flute before buffalo" and "Offering milk
to Snakes".

Briefing about the program, Urvashi Sharma, Secretary of Yaishwaryaj
Seva Sansthan & Founder Coordinator of UPCPRI told that RTI activists
shall hold symbolic demonstration by " Playing Snake-Charmer's flute
before buffalo" and "Offering milk to Snakes" on Monday ,01st April
2013 from 11AM to 3 PM at DHARNA Sthal opposite Vidhaan Sabha in
Lucknow, the state capital of Uttar Pradesh.

"The buffalo symbolize the State Government and UPSIC, the flute the
RTI act, the flute-player the RTI user, the snake the public servant
and the milk the salary public servants get. Our dharna is based on
two Hindi Idioms"BHAINS KE AAGE BEEN BAJANA" and "SAANPON KO DOODH
PILANA." As playing flute before a buffalo is of no avail so is using
RTI act in Uttar Pradesh.

As we may offer milk to a snake but owing to its basic nature it shall
not hesitate to bite us and inject its venom into our body, today's
public servant are like poisonous snakes who, though feeding on public
money, are leaving no stone unturned to harass their masters that is
the public.

Urvashi appealed to RTI users of uttar pradesh to assemble at DHARNA
Sthal opposite Vidhaan Sabha in Lucknow on Monday ,01st April 2013 to
strengthen the RTI movement in Uttar Pradesh" told Urvashi.

[rti4empowerment] Help improve I-Power: Use Crowd Support, Not Bribes, to Redress Public Grievance

Dear Friends,

I am looking for feedback on setting up "I-Power" platform in India.

Most people are hesitant to engage with governments and avoid getting entangled in government affairs. They do not trust government officials to act honestly and resolve their public grievances
quickly. Many end up paying bribes, using unscrupulous middlemen, or
currying favours for government officials to get their work done quickly.

Those who do not, because of their ethics or financial situation, are
deprived of redress. This corrupt and unaccountable government system
raises the cost of engaging with governments for everyone, and penalises those who do not pay bribes.

Surely there has to be a better way to engage with governments?

*Enter I-Power.*
I-Power web + mobile platform will provide people with online legal tools (including RTI) and crowd support to resolve their public grievances quickly. No more bribes.

I-Power team researches the legal options available to citizens to redress their grievances, and lists them on its platform in an easy and simplified manner (sans legal and bureaucratic jargon).

You will find the concept note open to improvement at:

https://www.newschallenge.org/open/open-government/submission/i-power-resolve-pubic-grievances-legally-with-crowd-support-and-without-bribes/

If you find it useful, then please share "comments" at the above link - because it will help fine-tune and improve the platform!

Organisations willing to host and support this platform are equally welcome.

Best regards,
Vikas Nath

[rti4empowerment] A JOKE: Rahul Gandhi's identity crisis

This is Hilarious:

Rahul Gandhi walks into ICICI Bank to cash a check. As he approaches the cashier he says, "Good morning Ma'am, would you please cash this check for me?"

Cashier: "It would be my pleasure sir. Could you please show me your ID?"

RG: "Truthfully, I did not bring my ID with me as I didn't think there was any need to. I am Vice President of the Congress Party. future indian PM.

Cashier: "Yes sir, I know who you are, but with all the regulations and monitoring of the banks because of impostors and forgers and requirements etc., I must insist on seeing ID."

RG: "Just ask anyone here at the bank who I am and they will tell you. Everybody knows who I am."

Cashier: "I am sorry sir but these are the bank rules and I must follow them."

RG: "I am urging you, please, to cash this check."

Cashier: "Look Sir here is an example of what we can do. One day, Sachin Tendulkar came into the bank without ID. To prove he was Sachin he pulled out his bat and made a beautiful shot across the bank. With that shot we knew him to be Sachin and cashed his check."

"Another time, Mahesh Bhupati came in without ID. He pulled out his tennis racquet and made a fabulous shot whereas the tennis ball landed in my cup. With that shot we cashed his check.
So, sir what can you do to prove that it is you, and only you, future indian PM, Rahul Gandhi?"

RG stands there thinking, and thinking, and finally says:

"Honestly, my mind is a total blank... There is nothing that comes to my mind. I can't think of a single thing. I have absolutely no idea what to do; I just don't have a clue".

Cashier: "Sir 500 ke note dun ya 1000 ke?

NOTE : THIS IS ONLY MEANT TO BE A JOKE AND IT IS NO REFLECTION ON HIS INTELLECTUAL CAPABILITIES.

[rti4empowerment] HC issues notice to Sahara India, Sri Subrata Roy in SEBI Ad PIL [1 Attachment]

[Attachment(s) from Amitabh Thakur included below]

HC issues notice to Sahara India,  Sri Subrata Roy in SEBI Ad PIL

Friends, I feel happy to inform you that the Hon'ble High Court seems to have agreed with our contention and in PIL No 2593/2013 alleging the full page advertisement dated 17 March 2013 by Sahara India Parivar and Sri Subrata Roy Sahara as being against the provisions of law filed in Hon'ble Allahabad High Court, Lucknow Bench today issued notice to both Sahara India and Sri Roy. The notice shall be sent by post and also by-hand. This order was given by the Bench of  Hon'ble  Justice Uma Nath Singh and  Hon'ble Justice Dr Satish Chandra in the PIL filed by me and wife Dr Nutan Thakur. Our counsel Sri Asok Pande presented our case while Sri K C Kaushik, Additional Solicitor General represented the Government of India. The next date of hearing is fixed on 02 April.

The PIL says that a private person and a private organization have openly denigrated and accused SEBI, which is a statutory body established to safeguard the interests of investors and to act as the Market Regulator.  The Ad has also criticized  Hon'ble  Justice B N Agarwal's conduct while both SEBI and Justice Agarwal are only performing their official duty.  The matter is still sub-judice before the Supreme Court and hence these people could have presented their grievance there. This act of criticizing SEBI through an Ad prima-facie seems to be a criminal misconduct under sections 186 and 189 IPC and provisions of Companies Act 1956.

Hence we have prayed that a complete ban shall be imposed on all advertisements where any constitutional or statutory body is criticized. They have also asked for enquiry into the issue and necessary subsequent legal actions against Sahara India parivar and Sri Roy.

Would request for ur comments.
